The Knysna Municipality, which lies strategically within the southern region of the Western Cape, in the middle of the Garden Route and stretches from Sedgefield in the West to Brackenhill in the East, require a suitably qualified and experienced persons to lead the Municipality as Directors.

CHIEF FINANCIAL OFFICER
Remuneration package: R894 447 (minimum); R1 022 228 (midpoint) and R1 133 463 (maximum) per annum (as determined by Notice on upper limits for Senior Managers for a Category 3 Municipality)
Permanent appointment

REQUIREMENTS:
• At least a Post Graduate Degree or qualification in Accounting/Finance /Economics registered on the National Qualifications Framework at NQF Level 8 with a minimum of 120 credits or a Chartered Accountant (SA) or professional accountant.
• Minimum of 7 Years work related experience at a senior and middle management level, of which at least 2 years must be at senior management level, preferably in the Local Government sector

• A proven institutional transformation record in the public or private sector
• Compliance with the National Treasury Regulations on the Required Minimum Competency Level in Unit Standards is a recommendation. In terms of the exemption from Regulations 15 and 18 of Government Gazette 29967 officials not compliant will be granted 18 months from date of employment to comply with the aforesaid regulations.
• The required core competencies as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior
Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014.
• Advanced knowledge and understanding of relevant policy and legislation
• Advanced understanding of institutional governance system
• A proven track record of budget and finance management
• Ability to be an innovative and strategic leader
• Good facilitation and communication skills in at least two of the three official languages of the Western Cape
• Valid driver’s license and NO criminal record.

KEY PERFORMANCE AREAS:
• Develop, implement and manage strategic goals, policies and procedures in alignment to the municipality’s strategic- and IDP objectives
• Effectively manage financial services (budgeting, income, expenditure, activity-based costing, supply chain management, asset management) through the establishment, implementation and maintenance of a financial management strategy
• Effectively and efficiently manage the Directorate
• Liaise and interact with individuals, role-players and agencies at senior level in all three spheres of government
• Assist and support the Accounting Officer with the roles and responsibilities delegated to the Chief Financial Officer
• Ensure municipal financial viability through management and monitoring of all income and expenditure of the Municipality, safeguarding all assets, discharging the Municipality’s liabilities as well as proper and diligent compliance with the Municipal Financial Management Act and other legal and best practice- prescripts. Responsible for the preparation and the control of the budget.

DIRECTOR CORPORATE SERVICES
Remuneration package: R894 447 (minimum); R1 022 228 (midpoint) and R1 133 463 (maximum) per annum (as determined by Notice on upper limits for Senior Managers for a Category 3 Municipality)
Permanent Appointment

REQUIREMENTS:
• At least a Post Graduate or Degree in Public Administration/Management Sciences /Law; and equivalent at NQF Level 8 with a minimum of 120 credits.
• Minimum of seven (7) years’ work related experience at senior and middle management level, of which at least 2 years must be at senior management level;
• Have proven successful management experience in administration
• Good knowledge and understanding of relevant policy and legislation;
• Good knowledge and understanding of institutional governance systems and performance management;
• Good knowledge of corporate support services, including:
• Human capital management;
• Legal Services;
• Facilities Management;
• Information communication technology; and
• Council support;
• Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000);
• Good Governance;
• Labour Relations Act, and other labour-related prescripts;
• Legal background and human capital management; and
• Knowledge of coordination and oversight of all specialized support functions.
• The required core competencies as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014.
• Compliance with the National Treasury Regulations on the Required Minimum Competency Level in Unit Standards is a recommendation. KEY PERFORMANCE AREAS:
• Leading and directing the Corporate Services Directorate, ensuring the Municipality is provided with an effective support service regarding Corporate
Administration, Human Resources, Public Participation and Legal Services
• Developing, implementing and managing strategic goals, policies, procedures and plans for the directorate and aligning it with the
• Municipality’s strategic objectives
• Managing the Human Resources portfolio in accordance with Labour Legislation and various National and Divisional Collective Agreements
• Managing Corporate Administration functions which relate to the provision of Records Management, Council and Committee Secretariat
• Managing and facilitating Legal Services, including updating Statutes and Council By-laws
• Managing the Directorate’s budget planning, implementation and budget review to support priorities and deliverables in relation to the Integrated Development Plan
• Providing advice and support to Council, the Municipal Manager and other office bearers on all functions of the Directorate
• Providing visionary and innovative leadership to a diverse workforce, to ensure optimal utilization of the Council’s resources in terms of implementing its strategic objectives articulated in the Integrated Development Plan (IDP) and in the fulfilment of its statutory mandate
• Controlling and preparing the Directorate’s budget
• Advising the Municipal Manager timeously and effectively on matters pertaining to the directorate.

DIRECTOR PLANNING & DEVELOPMENT

REQUIREMENTS:
• At least a Post Graduate Degree or Degree Science, Building Sciences\Architect\Bachelor Degree in Town and Regional Planning or Development Studies; or equivalent at NQF level 8 with a minimum of 120 credits.
• Minimum of seven (7) years’ work related experience at senior and middle management level, of which at least 2 years must be at senior management level;
• Have proven successful Professional Developmental\Town and Regional Planning experience;
• Good knowledge and understanding of relevant policy and legislation;
• Good knowledge and understanding of institutional governance systems and performance management;
• Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000);
• Knowledge of geographical information systems; and;
• Knowledge of spatial, town and development planning
• Project management certificate or diploma;
• The required core competencies as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014.
• Compliance with the National Treasury Regulations on the Required Minimum Competency Level in Unit Standards is a recommendation. • Ensure the development and implementation of Environmental Management Strategy
• Integrate service delivery in the context of the Council’s IDP and oversee implementation
• Manage the Directorate’s budget planning, implementation and budget review to support priorities and deliverables in relation to the Integrated Development Plan
• Provide advice and support to the Council, the Municipal Manager and other office bearers on all functions of the Directorate.

DIRECTOR INTEGRATED HUMAN SETTLEMENTS
Remuneration package: R894 447 (minimum); R1 022 228 (midpoint) and R1 133 463 (maximum) per annum (as determined by Notice on upper limits for Senior Managers for a Category 3 Municipality)

REQUIREMENTS:
• At least a Post Graduate Degree or Degree Building Sciences/Architecture/bachelor’s degree in Town and Regional Planning or equivalent at NQF Level8 with a minimum of 120 credits.
• Minimum of seven (7) years’ work related experience at a senior and middle management levels of which at least 2 years must be at senior management level; and
• Good knowledge and interpretation of policy and legislation;
• Good knowledge of performance management system;
• Good Governance;
• Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No 5 of 2000)
• Registration with a professional body will be an added advantage;
• The required core competencies as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014.
• Compliance with the National Treasury Regulations on the Required Minimum Competency Level in Unit Standards is a recommendation. • Ensure the effective operation of the Integrated Human Settlements Section

• Coordinate the development, implementation and monitoring of the Integrated Human Strategies
• Ensure the development and implementation of Integrated Human Strategy
• Integrate service delivery in the context of the Council’s IDP and oversee implementation
• Manage the Directorate’s budget planning, implementation and budget review to support priorities and deliverables in relation to the Integrated Development Plan
• Provide advice and support to the Council, the Municipal Manager and other office bearers on all functions of the Directorate.
