SENIOR MANAGER: SAFETY HEALTH ENVIRONMENT, QUALITY, SECURITY AND FACILITIES

Job Summary
To lead, develop, maintain, and implement the Safety, Health, Environment and Quality (SHEQ) programs, procedures and policies to control, eliminate and prevent disease or injury and to ensure compliance with health and safety regulations and quality control within SAWS operations.

Key performance areas
• To ensure the SHEQ environment is governed by the required and relevant updated Policies and Procedures, aligned to market practice. Monitor, manage and report on compliance to the SHEQ Policies and Procedures.
• Ensure the provision of healthy and safe working environments for SAWS Head Office as well as Regional Offices that are fit for purpose.

• Ensure that the SAWS Healthy and Safety representatives are appointed and trained accordingly.
• To ensure that the organisation complies with the ISO 9001 standard and the Occupational Health and Safety Regulations
• To provide, manage and maintain safe and secure office environments for SAWS Head Office as well as Regional Offices
• To ensure the Facilities and Security Management environment is governed by the required and relevant updated Policies and Procedures, aligned to market practice.
Monitor, manage and report on compliance to the Facilities and Security Management Policies and Procedures.
• Oversee the maintenance and protection of the SAWS buildings and facilities/grounds in consultation with the relevant stakeholders at the Head Office as well as regional offices
• Oversee the management of the SAWS travel office, including fleet management.
• To ensure the Travel Office is governed by the required and relevant updated Policies and Procedures, aligned to market practice. Monitor, manage and report on compliance to the Travel Management Policies and Procedures.
• Provide cost efficient travelling management services to SAWS Employees through the management of Service Providers, in line with Service Level Agreements
• Work with the Governance Risk and Compliance (GRC) department to identify risk control measures and ensure implementation of these across SAWS.
• Ensure all the relevant statutory training is conducted as legally prescribed and that records are safely stored for audit purposes.
• Coordinate all the mandated audits and make sure that the relevant SAWS employees cooperate with the auditors and submit all requested documents.
• Ensure audit findings are addressed by implementing proper controls to avoid recurrence and repeat audit findings.
• Ensure that all SAWS SHEQSF compliance certificates are up to date and safely stored
• Facilitate regular stakeholder engagements to determine their needs and levels of satisfaction with the services provided by the department.
• Manage the service level agreements of the relevant service providers and address all issues raised by SAWS stakeholders.

Requirements:
• Relevant Bachelor’s Degree (Business Management / Records Management / Health & Safety)
• Certificate in ISO 9001/OHS systems lead auditing.
• Minimum 7 years’ experience in SHEQ/Security and Facilities management, with at least 3 years on Senior Management level.
• 5 years SHEQ systems auditing experience.
• Experience in the project management for relocating office environments.
• Knowledge of the PFMA and Treasury Regulations as it relates to procurement

METEOROLOGICAL QUALIFICATION MANAGER
Regional Training Centre

Job Summary:
The position of Meteorological Qualification Manager Trainer is to focus on commercial training activities that can bring in funding for SAWS and being responsible for the upgrading and maintenance of the Meteorological Technician course.

Key Performance Areas:
1. Commercial
1.1 Development of commercial courses via blended/distance learning with special emphasis on client requirements.
1.2 Develop training programs/proposals to ensure the quality and cost effectiveness of training provided to clients to meet their needs.
1.3 Actively engage and establish strategic relationships with stakeholders to source commercial opportunities for RTC by working closely with the Business Development team.
1.4 Enhance and maintain the RTC Commercial Action Plan.
1.5 Initiate and conduct training needs analysis in order to develop and promote specific training programs and commercial clients and the reporting thereof.
1.6 Run commercial courses by using existing training resources or Temporary staff.

2. Meteorological Technician Course
2.1 Upgrading and registration of current Meteorological Technician Course in line with the new WMO BIP-MT guidelines to ensure it is maintained and enhanced on internationally acceptable standards
2.2 Provide functional training, guidance and skills transfer to internal and external lecturers where necessary on a regular basis.
2.3 Act as a facilitator, assessor, or moderator
2.4 Oversee all practical assessments of the qualification and make sure that it is according to the principles of assessment/moderation and the RTC/other training bodies’ rules and regulations.
2.5 Managing the Learner database
2.6 Initiate and conduct training needs analysis to develop and promote specific training programs for internal/ international clients and the reporting thereof.
2.7 Keep abreast of the latest international trends and advances in the meteorological and training environment to advance the training and qualifications.
2.8 Planning for and arranging Continuous Professional Development (CPD) of operational internal (SAWS) and external (SADC) Meteorological personnel

3. Administration
3.1 Implement Work agreements, work assessments, Personal Development Plan initiatives as well as contract management with regards to subordinates and contracted trainer.
3.2 Development and facilitation of distance learning within RTC.
3.3 Support the Senior Manager responsible for the RTC in all related management procedures like setting strategic and business planning objectives, risk analyses, budget requirements, procurement etc.
3.4 Report monthly, quarterly, and annually to the Senior Manager responsible for the RTC on the main issues, results, continuous and commercial training, recommendations, and progress emanating from the work done.
3.5 Establish and maintain engagements between the RTC and the other business units of SAWS to ensure cohesive working relations.
3.6 Engage SAWS RTC with other Training Institutions and clients with regards to the different qualifications or relevant courses
3.7 Ensure that all SAWS TQM Principles are followed.
3.8 Execute any reasonable instruction or activity of a more complex nature aligned to the level of the post – as directed by the supervisor of the incumbent – which may further the mission, goals, and objectives of the South African Weather Service.

Minimum Requirements:
• An appropriate 4-year qualification in Meteorology or Atmospheric Sciences
• Master’s degree in meteorology preferable
• A minimum 2-year supervisory experience
• At least 5 years’ experience in meteorological practises especially Meteorological technician practises and understanding of the relevant WMO competencies
• At least 5 years’ Experience as a trainer/ facilitator/lecture of different courses as full or part time lecturer/trainer
• Excellent knowledge and proficiency in weather observations and related competencies
• Knowledge of commercial and marketing practices will be an added advantage
• Fluent in English

CHIEF FORECASTER: AVIATION

Job Summary
The position of Chief Forecaster is tasked to ensure highest standards in operational aeronautical forecasting, development of forecasting procedures, processes, and scientific systems in line with international standards and best practices, and in support of the safety of international air navigation.
The incumbent will have to provide strategic input to SAWS from a forecasting perspective as well as interface to forecasting research and users of forecasting products.

Key performance areas
• Review of user requirements and the development of new products and services
• Ensure timely provision of quality aeronautical services (TAF, SIGWX charts, etc.), in accordance with user requirements as well as ICAO SARPs/WMO regulations
• Ensure compliance with applicable regulations as well as ICAO standards and recommended practices (SARPs)
• Keep abreast of relevant changes /amendments to the provisions of Annex 3 and other ICAO documents and ensure the effective implementation thereof
• Ensure smooth running of the Aviation Weather Centre in terms of operations and provide guidance to the forecasters
• Collaborate with SAWS Software Development team, Software development institution/s (DST, CSIR, Universities, etc.) and other institutions of interest (Stakeholders, business partners, public/private partners, etc.) to introduce advanced technology to enhance forecasting products and services.
• Apply the concept of 4IR, in creating a conducive environment for the application/implementation of new technologies, which are aligned with an improved efficiency.
• Establish and maintain strategic partnerships (MoU, LoA, SLA, etc.) with all stakeholders including public and private sectors of interest.
• Liaise with other regulatory bodies, such as SACAA, and Met authority, in view of promoting Aviation service(s) to enhance the safety of air navigation
• Represent SAWS in local and international forums, and participate effectively in various ICAO and WMO working groups and be responsible to phase in forecasters to such events and share knowledge with all forecasters after such events
• Develop and review aeronautical meteorological processes and procedures, ensuring that SAWS complies with the quality policy
• Assist in the maintenance of Total Quality Management System, through championing the Preventive and Corrective Action practices
• Support the Senior Manager in the organisation of activities, such as the preparation of presentations to the Portfolio Committee, major stakeholders, clients, or potential clients such as media and any targeted clients
• Ensure capacity building of Forecasters and training them on aviation matters
• Conduct research, in collaboration with the forecasting research department into operational meteorological conditions or products to promote accuracy of local weather forecast of climatological products and document, weather events and research outcomes
• Coordinate and participate in case studies, on severe/significant weather conditions that have negatively affected the aviation industry, as well as coming up with the mitigating measures
• Assist in the development of guidance material for aviation products (SIGMET, etc.), through participating in ICAO working groups and by engagement with relevant parties in the organisation (MET Authority)
• Play an active role on the commercialisation of Aviation weather products and services, as well as applicable commercial enhancement projects.

Minimum Requirements:
• The BSc Meteorology with Honours or equivalent
• A minimum of 10 years’ experience within aviation Meteorology of which 8 years must be at supervisory level
• ICAO AMF competency certificate
• Knowledge of ICAO/WMO Standards and SAWS policies
• Planning and supervision of shift work
• Excellent communications skills (written and verbal)
• Good Computer Skills (Ms Word, Excel, PowerPoint)
• Must be able to work under pressure
• Valid EB or Code 8 Drivers License is essential with own reliable transport
